〈Fed八度升息〉聯準會刪「寬鬆」措辭 市場解讀分歧 美股先漲後跌
在聯準會主席鮑爾 (Jerome Powell) 週三 (26 日) 記者會之後，美國股市、債市均出現動盪，分析師認為，聯準會對未來的升息進度並未明確表態，市場因解讀不一致呈現混亂。
正如外界預期，聯準會週三升息 25 個基點，提高了今年和明年的經濟前景，並刪除政策「寬鬆」的聲明，這些行動最初使股票和債券走高。
但由於市場專業人士並未由刪除「寬鬆」一詞，得出聯準會未來政策走向的結論，而鮑爾在記者會則強調，升息路徑沒有任何變化，這給市場潑了一盆冷水。股市由漲轉跌，道瓊指數收盤措 106 點至 26385 點。
鮑爾表示升息路徑不變
在記者會中，鮑爾對美國經濟表現持樂觀態度。他說：「我們的經濟強勁，增長正健康地發展，失業率低，工作人數穩定上升，薪資上漲。」「通貨膨脹率低且穩定，所有這些都是非常好的跡象。」
鮑爾表示，聲明中刪除「寬鬆」一詞，並不代表著政策的可能路徑發生變化，升息正在按預期進行。之所以這麼做，是因為隨著經濟的發展，這個用詞已經過時了。
由點陣圖看，官員 2018 年底前將再次升息，並可能在 2019 年升息 3 次，到 2020 年再升息 1 次，中值擴大到 3.4%，並在 2021 年之前維持在這個水準。
市場解讀歧異
NatWest Markets 策略主管 John Briggs 表示，債券市場原本期待聯準會態度更積極或更強硬，但未出現這個結果。
他說，市場最初上漲的反應，是基於「寬鬆」一詞刪除，但隨後價格下挫，市場震盪後又重回原點。Briggs 補充，一些人擔憂 Fed 會實質上加大升息的計畫，但情況並未發生。
Jefferies 首席貨幣市場經濟學家 Tom Simons 指出，聯準會似乎未做改變。他說：「對我而言，市場似乎一直試圖弄清楚利率應該走向何方，並且感到混淆。這源於這樣的事實—聯準會釋出的訊息，沒有真正發生變化。」
State Street Advisors 首席投資策略師 Michael Arone 表示，股市最初的上漲，在於市場解讀措辭改變為溫和信號，代表利率已近中性利率。但接下來的記者會，這樣的觀點未獲證實，這對股市帶來了影響。
長期前景未如預期
美銀美林美國短期利率策略主管 Mark Cabana 則表示，基於聯準會對 2021 年的經濟成長和通膨預期顯示，他們預測示 2021 年失業率上升，經濟成長回到長期平均水準。這也代表，他們對 2020 年的前景不如外界所預期充滿信心。
美國總統川普週三表示，他對聯準會的決定並不滿意。白宮近期因貿易戰對外課徵關稅，使聯準會是否該升息添增了變數。對此，鮑爾表示，暫時還未見到關稅的影響，目前也正在觀察它。
